The Indian Railways clarified that it does not require Halal-certified or any other specially certified meals on trains. This clarification followed a notice from the National Human Rights Commission (NHRC), which sought details after a complaint questioned the certification practices for non-vegetarian food served onboard.
NHRC Notice Prompts Railway Response
After receiving the complaint, the NHRC asked the Railway Board to explain its food preparation and sourcing practices. A senior Railway Board official confirmed that Indian Railways and IRCTC follow all Food Safety and Standards Authority of India (FSSAI) guidelines. The official added that the Railways does not mandate Halal certification—or any additional certification—for meals served on trains.
CIC Review Confirms Railway Position
The issue was also raised during a Chief Information Commissioner (CIC) hearing under an RTI request. The Railway Board informed the CIC that:
- It has no policy requiring Halal-certified or specially certified meals
- It holds no documents or approvals related to such certification
- It does not seek passenger consent for any special certification system
The CIC recorded these points in its order.

Railway officials emphasised that they focus on maintaining strong food safety and hygiene standards. By adhering strictly to FSSAI guidelines, they ensure that meals served across all trains remain safe, compliant, and hygienic for passengers.
