Odisha Bans Gutkha and Tobacco Products Statewide

In a significant public health intervention, the Odisha government has imposed a statewide ban on the manufacture, preparation, packaging, storage, transportation, trade, and sale of gutkha, pan masala, zarda, khaini, and all food products containing tobacco or nicotine.

The move follows directions from the Honourable Supreme Court and guidelines issued by the Food Safety and Standards Authority of India (FSSAI). The state has enforced the prohibition under Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, framed under the Food Safety and Standards Act, 2006.

Strong Focus on Public Health

Health officials have reiterated that chewable tobacco and nicotine-based products rank among the leading causes of serious diseases, including oral and throat cancers and damage to vital organs. Authorities have also expressed concern over the easy availability of these products to children and adolescents, often through low-cost sachets and flavoured variants that encourage early addiction. The government formally notified the ban through Notification No. 2065, issued by the Health and Family Welfare Department on January 21, 2026.

Appeal to Citizens and Businesses

Alongside enforcement, the state has urged citizens, traders, and manufacturers to strictly comply with the new regulations. Officials have appealed for public cooperation and encouraged residents to report violations, emphasising that community participation is essential to making Odisha tobacco-free.

The government stated that the ban reflects its long-term commitment to preventive healthcare and cancer control, to reduce disease burden and safeguard the health of future generations.
