Key Update

The Food Safety and Standards Authority of India (FSSAI) has prohibited the use of plastic and other synthetic materials in packaging for pan masala, requiring manufacturers to shift to packaging formats that comply with the amended regulations.

The amendment to the Food Safety and Standards (Packaging) Regulations, 2018, was notified on August 7, 2026, and will take effect from the date of its publication in the Official Gazette. The move brings pan masala packaging requirements in line with the Plastic Waste Management Rules. Under the amended regulations, pan masala packaging cannot contain polyethene, polypropylene, polyester, polyvinyl chloride (PVC), synthetic polymers, copolymers or laminates. The rules also prohibit aluminium foil and metallised layers. Most pan masala products are currently sold in small plastic sachets.

FSSAI has permitted manufacturers to use tin or glass containers for pan masala packaging. They can also use paper, paperboard, cellulose or other naturally derived materials, provided the packaging is completely free of plastic.

From Draft to Final Rules

The amendment follows a draft notification issued by FSSAI on April 28, 2026, which invited comments and suggestions from stakeholders, including industry representatives. The proposal formed part of the regulator’s efforts to promote safe, sustainable and eco-friendly packaging across the food sector while considering industry requirements and technological feasibility.

What It Means for Manufacturers

The new requirements will require pan masala manufacturers to redesign their packaging, identify compliant suppliers and review their production and distribution processes. Companies may also need to test new packaging formats before introducing them at scale. The transition could affect packaging, manufacturing and transportation costs, prompting manufacturers to reassess their supply chains and production systems to ensure compliance with the amended regulations.
