FSSAI Classifies Packaged Drinking Water as ‘High-Risk Food’

New Safety Regulations for Packaged Water

In a significant move, the Food Safety and Standards Authority of India (FSSAI) has classified packaged drinking and mineral water as “High-Risk Food.” This decision follows the government’s October announcement to eliminate the need for Bureau of Indian Standards (BIS) certification for these products. As a result, packaged drinking and mineral water will now undergo mandatory inspections and external audits.

Annual Inspections and Independent Audits for Producers

The FSSAI’s decision aims to strengthen safety and quality regulations for bottled water. Under the new rule, all producers of packaged drinking and mineral water must undergo annual, risk-based inspections before obtaining a license or registration. Additionally, independent food safety organizations, approved by the FSSAI, will conduct yearly inspections of these producers. Previously, the packaged drinking water industry had advocated for relaxed regulations, specifically requesting the removal of dual certification from both BIS and FSSAI.
