Key Update
The Food Safety and Standards Authority of India (FSSAI) has launched a dedicated Start-Up Cell to help emerging food brands navigate food safety regulations and compliance requirements. The initiative will provide guidance on licensing, product standards, labelling, testing, imports, and other regulatory matters. Weekly online sessions and a dedicated email help desk will provide start-ups with easier access to regulatory guidance.
Guidance on Key Regulatory Requirements
India’s food start-up ecosystem is expanding rapidly, but understanding food safety regulations can be challenging for first-time entrepreneurs. To address these difficulties, FSSAI’s Start-Up Cell will provide guidance on several regulatory matters, including:
- Food business licensing and registration
- Product standards, categorisation, and approvals
- Food labelling and advertising claims
- Product testing requirements
- Food imports and related regulations
- E-commerce food safety compliance
- Food safety requirements for innovative food products, including nutraceuticals
This support aims to help entrepreneurs understand the requirements applicable to their businesses and make informed decisions about regulatory compliance.
Weekly Online Sessions and Dedicated Help Desk
The initiative will offer weekly online sessions lasting one hour, allowing start-ups to raise regulatory questions and seek clarification from FSSAI. The regulator is also setting up a dedicated email help desk to address compliance-related queries. Additionally, the Start-Up Cell will coordinate with different FSSAI divisions to provide consistent guidance on matters involving multiple regulatory departments. Queries requiring legal interpretation will also receive support from the regulator’s legal division. These measures aim to make it easier for emerging food businesses to access relevant information and resolve regulatory queries.
Guidance, Not a Substitute for Regulatory Approval
The Start-Up Cell will provide regulatory guidance but will not independently grant licences or product approvals. These functions will remain with the competent authorities under the applicable regulatory framework. Food businesses must continue to follow prescribed procedures and comply with existing food safety regulations. The initiative will help entrepreneurs understand these requirements and seek clarification when they encounter regulatory challenges.
Addressing Start-Up Challenges and Improving Compliance
The initiative aims to help emerging food businesses avoid common regulatory errors and incorporate food safety practices from the outset. It will also provide a channel for start-ups to share recurring compliance challenges with FSSAI, helping the regulator identify areas where additional clarification may be needed. By improving access to regulatory information and facilitating direct interaction with officials, the Start-Up Cell seeks to make compliance easier to understand for India’s growing food start-up ecosystem.
